    Based on global cooperation, develop and launch a 550kg-level test lunar orbiter and domestically develop a ground station for deep space on the basis of experience of developing multi-purpose satellites and communication, ocean and meteorological satellites, and securing related technologies

    Develop insufficient technology based on domestic efforts and secure technology through global cooperation for advice and verification

  • ·

    Independently develop payload through domestic calls and discover and accept payload with significant value for lunar science research
