· Program details

① Establisment of RISE Propulsion system:

> Regions foster an non-hierarchical governance among regional innovation stakeholders - including local communities, universities, business sector, and research sector- and promote self-driven regional innovation system

> RISE is designed to function as cross-ministrerial cooperation platform

② RISE Planning:

> Each region formulates a RISE plan based on its regional development strategy and the capabilities of local universities

> RISE is designed to function as a cooperation platform between the central and regional governments, and to implement cross-regional initiatives

③ RISE Operation:

> Regional government are required to match at least 20% of the central government-funded project budget with their own regional funds to support local university

> Universities manage budgets with no boundaries across initiatives

④ Establishment of RISE Performance management:

> Regional government evaluate local universities

> The Ministry of Education evaluates regions on the basis of common indicator
